Sophie and Layla say:
Sophie:
Yes, and now he is my fiancé. We're getting married in two weeks.
Layla:
That's wonderful news! I'm so happy for you.

 

Layla shows that she is happy for Sophie.
When we hear someone's good news we express our pleasure.
We can say:

I'm glad to hear that.
I'm really happy for you.
I'm so pleased for you.
That's great/terrific/wonderful!
That's great news!
How wonderful/fantastic/terrific!
Layla and Sophie say:
Layla:
I've just finished my degree. In fact, I graduated last week.
Sophie:
Congratulations! Well done! What was the degree?
Layla: A Bachelor of Science.

 

Sophie congratulates Layla because she graduated from her university course.
When we hear about someone's achievements, we usually congratulate him or her.
We can say:

Congratulations!
Well done!
You did great!
Good on you!

Tom:
My wife just had a baby.
Jack:
How wonderful! Congratulations! Is it a boy or a girl?
Gina:
I just got a promotion at work.
Jeff:
Congratulations! That's great news. Let's celebrate.
